AGENDA


1. Welcome and introductions
2. Approve minutes of July 11th meeting
3. Correspondence -- Letter of resignation from Board member Eric Gabster
4. Treasurer's report; approve reimbursements; review the Treasurer's reports to the city re the neighborhood organization matching grant and the online support grant.
5. Discussion/action items:
     a. S.M. Airport:
           1) July 31st FAA proposal for RSA/EMAS at S.M. Airport (hand-out) -- agendized for Aug. 28th Council meeting
            2) Update on AB 700 -- now a task force rather than an air quality study
            3) Noise complaints (Noise hotline 458-8692. www.smgov.net/airport <http://www.smgov.net/airport>  -- Click on "Contact us" and "Submit a noise report" to file a complaint. Click on "Airport neighbors" for more information.) Half of Sunset Park homes currently for sale are under/near the takeoff pattern.
            4) Complaints from residents about hovering helicopters   
     b. Traffic circulation and land use issues:
            1) Ocean Park Blvd. -- Transportation Management cannot guarantee completion of re-striping from Lincoln Blvd. to 23rd. before school starts on Sept. 5th, and there are no plans for a community meeting before then. Council funded the OPB traffic study in June 2005.
           2) Complaint from resident that crossing 23rd south of OPB to take children to Clover Park is unsafe due to motorists not stopping for pedestrians.
          3) Making Olympic and Pico one-way streets -- report on July 12th meeting
          4) Citywide building moratorium proposal until completion of LUCE update -- Council has decided on an interim ordinance for industrial lands only
          5) Industrial Lands -- report on July 21st workshop -- potential traffic impact on Sunset Park -- Trailer Park residents on Colorado face eviction to build 325 condos/SROs, retail, and offices
         6) Invitation from the Planning Commission to neighborhood organizations to do 15-minute presentations re the LUCE update.
     c. Public safety
         1) Temporary closure of Pavilions Motel on OPB & Cloverfield due to code violations, multiple arrests for receiving stolen property, narcotics-related crimes, parole and probation violations
          2) Residential burglaries and car break-ins/vandalism continue.
          3) FOSP table at "National Night Out" on Aug. 7th
      d. FOSP Newsletter -- 9/1 deadline for September issue -- articles on the Annual Meeting and  election of new Board, S.M. Airport, land use and traffic issues, 9-1-1 information and other public safety issues, "I've Got 7" emergency preparation, SMC library, BBB "Sunset Line"  
5. Updates:
     a. SMC -- New "Sunset Ride" bus route serving campuses and shuttle lot to begin operations on Aug. 27th. "Enrollment development" is still a goal of the college.
    b. Environment -- FOSP letter sent to city re street trees on 2nd and 4th (hand-out)
     c. Emergency preparedness ("I've Got 7") -- Have you got 7 days worth of food, water, and
         emergency supplies?
     d. Dialing 9-1-1 from a cell phone connects you to the CHP dispatch, so please program your
         cell phones with the S.M. Police Department non-emergency dispatch number, 310-458-
         8491, in case you can't get through to the CHP.
    e. Medical emergencies -- When you dial 9-1-1 for medical emergencies, we are now part of
       the L.A. Regional Fire Dispatch system -- be prepared to give an exact address to the
       dispatcher so he/she can quickly locate both you and the nearest paramedics.  
     f. Traffic -- RAND Corporation July 26th Policy Forum on "Gridlock in Los Angeles" (hand-out of article from S.M. Mirror)
     g. Neighborhood Council -- summary of July discussion on solid waste/recycling and open space  landscaping in the city (hand-out)
